The 4-H = Youth=20 Development Program (4-H YDP) is the youth education component of = the=20 University of California's Division of Agriculture and Natural = Resources=20 Cooperative Extension. UC Cooperative Extension provides research = and=20 education support to youth development programs throughout = California. In=20 cooperation with other youth development organizations, 4-H YDP is = working=20 to meet the non-formal educational needs of all youth enrolled in=20 kindergarten, or 5 years of age, through age 19.

The = purpose of=20 4-H is to help youth become productive members of society. By = acquiring=20 life skills, youth learn about practical problems they will face = in life.=20 Subject matter curricula help youth understand research-based = educational=20 topics and learn how to think about and solve problems.

Learning can take=20 place in homes, schools, camps, spiritual centers, outdoor = settings,=20 gymnasiums, and other community parks and buildings. The = cooperative=20 working arrangement among federal, state, and county entities to = deliver=20 Cooperative Extension programs is in accord with the intent of = federal and=20 state legislation.

This = section=20 describes the roles and responsibilities of the people involved in = 4-H who=20 design, create, and evaluate 4-H educational programs for youth = and their=20 families. It also recognizes the importance of everyone involved = in 4-H:=20 the administrators of the U.S. Department of Agriculture (USDA);=20 administrators and faculty at the University of California; = Cooperative=20 Extension specialists, staff, and volunteers on statewide = committees; and=20 at the county level, the county director, 4-H YDP = staff,=20 volunteers, members, and families.

202 =20 Roles and Responsibilities of University ANR = Staff and=20 Departments for the 4-H = YDP

The Vice President of the = Division of=20 Agriculture and Natural Resources (ANR) is the Director of = Cooperative=20 Extension and the Agricultural Experiment Station and is = responsible for=20 all programs within ANR, including the 4-H YDP.

The Associate Vice President = of the=20 Division of Agriculture and Natural Resources maintains leadership = for=20 statewide special programs and projects and is the program liaison = with=20 Cooperative Extension, the Agricultural Experiment Station, and = campus=20 deans.

The Assistant Vice = President=97ANR=20 Programs working with the human =20 resources program leader is responsible for program policy = and=20 direction.

The Assistant Vice = President=97Personnel,=20 Planning, and Budget is responsible for fiscal and policy = oversight=20 for ANR activities and maintains administrative liaison with = Cooperative=20 Extension, the Agricultural Experiment Station, and campus deans. =

The ANR Controller and = Business Services=20 Manager has responsibility for financial oversight, internal = controls,=20 administrative policies, business contracts, risk management, = insurance,=20 business and financial services, staff personnel services, and = computer=20 services.

The ANR=97Office of Staff = Personnel and=20 Affirmative Action provides materials, resources, and training = to=20 staff and volunteers on clientele documentation and outreach = activities in=20 cooperation with regional offices. It evaluates the compliance = status of=20 4-H programs. The affirmative action office also handles = discrimination=20 complaints from 4-H participants, and supports the process of = decision=20 making about outreach activities and interpretation of policies = and=20 regulations related to diversity, civil rights, and affirmative = action.=20

Regional Directors are=20 responsible for ensuring a diverse representation of staff, = volunteers,=20 and youth in 4-H YDP advisory groups and committees and the = sectional 4-H=20 volunteer VMO's. Specific statewide program responsibilities have = been=20 delegated to the regional directors.

The Human Resources Program = Leader is=20 responsible for leadership and coordination of youth development,=20 nutrition and family consumer sciences, and community = development.

The Department of Human and = Community=20 Development, located on the UC Davis campus, houses the 4-H = Center for=20 Youth Development and is the headquarters for 4-H YDP specialists. =

The 4-H Center for Youth = Development=20 Director provides leadership to the center which is located on = the UC=20 Davis campus. The = center=20 focuses on the development of research and education projects on = youth=20 issues. The center serves as a resource to 4-H YDP staff and = volunteers=20 and actively encourages broad and collaborative participation by = faculty,=20 specialists, and advisors on the development of research and = education=20 projects.

The Statewide 4-H Youth = Development=20 Program Director provides statewide programmatic leadership = and=20 administrative support for 4-H youth development programs at all=20 levels. The = director serves=20 as liaison between the 4-H YDP and external stakeholder groups, = provides=20 leadership in extramural fund development, and oversees the = administration=20 and management of the statewide 4-H YDP and the California 4-H=20 Foundation.

The Statewide 4-H Program = Coordinator=20 provides statewide programmatic and operational support to all = levels of=20 4-H programming. This includes working with 4-H YDP staff, and = volunteers to=20 develop, implement, and manage 4-H youth development programs. The = program=20 coordinator also works with UC General Counsel, risk management, = and other=20 university offices; administers accident insurance; and completes=20 statewide enrollment reports.

The 4-H Program Advisory = Committee=20 makes recommendations to the statewide 4-H YDP director about = proposed=20 changes to the 4-H YDP. Members include academic youth development = advisors, representatives from the 4-H Center, county directors, = and=20 county 4-H YDP staff, volunteers, and 4-H youth. Ex-officio = members are=20 the statewide 4-H YDP director, the human resources program = leader, and a=20 regional director.

County Directors, in = cooperation=20 with their regional director, are responsible for the program = staff and=20 the administration and management of county extension programs, = including=20 the county 4-H YDP. County directors are responsible for ensuring = that the=20 county 4-H YDP conforms to: university policy; federal, state, and = local=20 laws; safety and health regulations; affirmative action = guidelines; and=20 the mission, core values and educational objectives of the 4-H = YDP.

4-H Youth Development = Specialists=20 in the Department of Human and Community Development at UC Davis = train,=20 counsel, and support 4-H YDP staff, as they develop, implement, = and=20 evaluate research and education programs for youth.

4-H Youth Development = Advisors=20 work with specialists, faculty, and community members to develop = applied=20 research and education programs in response to the needs of youth, = family,=20 and the community. = Advisors=20 function as consultants, facilitators, educators, and researchers = and are=20 accessible to and supportive of the formal and non-formal = education=20 community. See Appendix B: Roles and Responsibilities of 4-H Youth = Development Advisors.

4-H Program Representatives = and other=20 program staff assist state, regional, or county directors, and = county=20 4-H youth development advisors in conducting 4-H youth development = programs. See Appendix B: Roles and Responsibilities of 4-H = Program=20 Representatives.

The California 4-H = Foundation=20 functions as an official support group to the Division of = Agriculture and=20 Natural Resources to raise funds on behalf of local and statewide = priority=20 4-H YDP needs.

Cooperative Extension = Advisors at=20 the county level contribute their expertise to the local 4-H YDP = and=20 collaborate with 4-H YDP advisors to develop and evaluate = curriculum and=20 programs.

Cooperative Extension = Specialists=20 in ANR also contribute their respective programmatic expertise in = research=20 collaboration and interpretation; curriculum and program = development and=20 evaluation; and as liaison with departmental faculty, 4-H YDP = staff and=20 their clientele.

Campus Resources = include the UC=20 faculty members, graduate students, and interns working in campus = research=20 centers who assist in grant preparation and collaborate in = research=20 efforts.

203 =20 Adult Participation in=20 = 4-H

Adults = may=20 participate in 4-H programs as volunteers or as employees of other = organizations, but not both. =20 Effective relationships between 4-H YDP staff and = volunteers in=20 local communities must be maintained in order to deliver = educational=20 programs to a large and diverse cross-section of California youth. =

The 4-H = YDP staff=20 set the program's educational goals and standards, then train = adult=20 participants to deliver the program at the county level. Additionally, 4-H YDP = advisors are=20 responsible for research, evaluation, program design, and = curriculum=20 development. Adult participants implement the programs, providing=20 logistical support for meetings and events, and directing the = educational=20 service to youth. Close cooperation and planning between program = staff and=20 adult participants is required to produce effective 4-H = programs.

203.1 =20 Volunteer Roles and=20 Responsibilities

Adult = volunteers=20 are critical to the success of the 4-H YDP. Volunteers must be 18 = years of age=20 and must complete an enrollment form and a screening process, = including a=20 Live-scan or BID-7 applicant fingerprint form. After attending an=20 orientation meeting conducted by county 4-H YDP staff, a candidate = will be=20 appointed by the county director as a 4-H volunteer. From that point forward, = the=20 volunteer will be considered an "Agent of the University of=20 California.=94 = Volunteer=20 appointments are renewed on an annual basis.

Organizational/Unit = Volunteers=20 administer a 4-H unit such as a club, special interest group, = camp, or=20 project club. See Appendix B: Position Description for 4-H = Organizational=20 Volunteer.

Activity Volunteers = provide=20 leadership within a specific, short-term 4-H project or activity. = These=20 volunteers make preparations for the activity, obtain relevant = literature=20 and distribute it to adult and youth participants, and attend the = activity=20 or community event. = See=20 Appendix B: Position Description for 4-H Activity Volunteer.

Program/Project Volunteers = have=20 expertise in particular 4-H programs or project areas which they = teach to=20 participants, parents, or special interest groups. See Appendix B: = Position Description for Project Volunteer.

Resource/Key Volunteers = have=20 expertise in club organization, planning and conducting = activities, or=20 specialized subjects relating to projects. Unit volunteers and 4-H = YDP=20 staff often ask these individuals to serve as key resources at the = club or=20 county level. See Appendix B: Position Description for = Resource/Key=20 Volunteer.

Other Volunteers help = with=20 transportation, management, or recruitment. They may also serve as = elected or=20 appointed officers or committee members for the county 4-H = Volunteer=20 Management Organization (VMO).

203.2 = Volunteer=20 = Training

Volunteers are=20 expected to perform competently as educators. They are expected to = attend=20 training programs led by 4-H YDP staff or leaders who may deliver = training=20 through: orientation and in-service workshops; video materials; = 4-H=20 publications and newsletters; county, regional, and state = volunteer=20 forums, conferences, and workshops; or other methodologies = identified as=20 appropriate at the local level.

203.3 = Agency and=20 School Personnel=20

Paid = personnel of=20 agencies or schools may work in a collaborative role with 4-H YDP = staff in=20 assessing community needs, identifying local resources, and = conducting a=20 4-H experience for youth in school settings and other community = youth=20 group contexts. 4-H YDP staff may provide research and education = programs=20 to other agencies that serve youth.

Paid = personnel of=20 other agencies or schools may not simultaneously function as a 4-H = program=20 collaborator and a 4-H volunteer. If cooperation with another = agency=20 creates a potential liability exposure, a Memorandum of = Understanding=20 (MOU) may be developed to specify the = responsibilities of each=20 organization. MOU's should be developed in consultation with the = statewide=20 4-H YDP director, the controller and business services = manager. Prior to any = collaborative effort,=20 all parties should come to a verbal or written understanding about = the=20 roles and responsibilities of the 4-H YDP and each agency.

204 =20 Volunteer Management Organizations=20 = (VMO's)

Cooperative=20 Extension assigns certain responsibilities and authority to = Volunteer=20 Management Organizations (VMO's). VMO is the umbrella term used to = describe the program management boards, county volunteer councils, = sponsoring committees, and other cooperating groups that provide=20 administrative support to clubs or groups throughout the county. = See=20 Section 600: Business.

204.1 Role = of=20 Volunteer Management = Organizations=

Under = the=20 direction of 4-H YDP staff, VMO's help implement programs and = projects=20 based upon the educational goals and standards of the 4-H = YDP. VMO's build mechanisms = to achieve=20 affirmative action goals and develop a management team that = represents the=20 diversity of the community. They expand programs into new = communities and=20 facilitate community involvement in developing the program.

These=20 organizations develop and execute an annual program of events for = youth=20 and adult volunteers and involve youth in their operations and = decision=20 making processes. They set limitations on term length and = succession of=20 volunteers to distribute service opportunities evenly, and they = facilitate=20 training and support for volunteers and youth.

VMO's = raise and=20 account for all 4-H funds and develop mechanisms to recommend = solutions to=20 problems and disputes within the county program.

204.2 = Types of=20 Volunteer Management = Organizations

Every = county must=20 have a chartered VMO that is authorized to use the 4-H name and = emblem for=20 educational purposes. = There=20 may be more than one VMO in a county. Specific authority to issue = a 4-H=20 Charter is delegated by the UC Vice President=97Agriculture and = Natural=20 Resources. All VMO=92s are required to have a constitution and = bylaws. The University provides = a template=20 with the required elements and suggested language. See Section = 603:=20 Charters, and Appendix F: Constitution and Bylaws.

204.3 = County 4-H=20 Volunteer Councils=20

County = volunteer=20 councils are characterized by a membership representing all 4-H = volunteers=20 and senior youth members (ninth grade and up). Councils outline = committee=20 organization and responsibilities.

Cooperative=20 Extension staff or VMO's may organize advisory, sponsoring, or = program=20 committees that help councils develop, organize, and deliver new=20 programs. = Sponsoring=20 committees, in particular, focus on developing funds and promoting = local=20 4-H YDP=92s.

204.4 = County 4-H=20 Program Management Boards=20

Membership on=20 program management boards is open to a wider range of participants = than=20 volunteer councils. Program management boards may include = educators and=20 representatives of other youth or community agencies.

204.5 = Sectional 4-H=20 Volunteer=20 Councils

Sectional 4-H=20 volunteer councils include representatives from the county VMO's. = These=20 councils work with state 4-H YDP staff to develop and coordinate=20 leadership, incentive, and recognition programs.

Cooperative=20 Extension staff and/or VMO's may organize advisory, sponsoring, or = program=20 committees to assist in developing, organizing, and delivering new = programs. = Sponsoring=20 committees, in particular, focus on fund development and the = promotion of=20 regional 4-H YDP=92s.

204.6 = State 4-H=20 Volunteer=20 Council

Members = of the=20 State 4-H Volunteer Council represent volunteers in all ANR = regions and=20 all 4-H delivery modes. Working with the state 4-H YDP director, = this=20 council develops and facilitates statewide activities and = programs.

205 =20 Other 4-H Program=20 = Resources
The=20 National 4-H Council is a non-profit organization that supports = 4-H=20 educational opportunities and resources for programming at the = local,=20 state, and national levels. The council manages the National 4-H = Center in=20 Chevy Chase, Maryland, and hosts conferences for teens, = volunteers, and=20 extension staff. = The agency=20 also provides grant opportunities and fund raising for national = and local=20 programs.
